工信部发布规范互联网信息服务使用域名的通知

各有关单位：

为贯彻落实《中华人民共和国反恐怖主义法》《中华人民共和国网络安全法》《互联网信息服务管理办法》《互联网域名管理办法》等法律法规和规章的要求，进一步规范互联网信息服务域名使用，现就有关事项通知如下：

一、互联网信息服务提供者从事互联网信息服务使用的域名应为其依法依规注册所有。

（一）个人从事互联网信息服务的，域名注册者应为互联网信息服务者本人。

（二）单位从事互联网信息服务的，域名注册者应为单位（含公司股东）、单位主要负责人或高级管理人员。

二、互联网接入服务提供者应当按照《中华人民共和国反恐怖主义法》《中华人民共和国网络安全法》的要求，对互联网信息服务提供者的身份进行查验。互联网信息服务提供者不提供真实身份信息的，互联网接入服务提供者不得为其提供服务。

三、域名注册管理机构、域名注册服务机构应当按照《互联网域名管理办法》和电信主管部门的要求，建设相应的信息管理系统，与“工业和信息化部ICP/IP地址/域名信息备案管理系统”（以下简称备案系统）进行对接，报送域名注册相关信息。

四、域名注册管理机构、域名注册服务机构应当进一步加强域名真实身份信息注册管理，不得为未提供真实身份信息的域名提供解析服务。

五、互联网接入服务提供者在为互联网信息服务提供者提供接入服务时，应通过备案系统查验域名注册者的真实身份信息，不提供真实身份信息的或者提供的身份信息不准确、不完整的，互联网接入服务提供者不得为其提供接入服务。本通知施行前已在备案系统中备案的域名除外。

互联网接入服务提供者应当定期通过备案系统核查互联网信息服务提供者使用域名的状态，对于域名不存在、域名过期且未提供真实身份信息等情形的，互联网接入服务提供者应停止为其提供接入服务。

六、电信主管部门要督促互联网接入服务提供者、域名注册管理机构、域名注册服务机构按照上述要求开展业务，依法处理各类违法违规行为，将处理结果纳入企业信誉管理档案，并向社会公示。

七、本通知自2018年1月1日起施行。

All relevant units:

In order to further implement the requirements of the laws and regulations \r\nsuch as the "Anti-Terrorism Law of the People's Republic of China", the "Cyber \r\nSecurity Law of the People's Republic of China", the "Administrative Measures on \r\nInternet Information Services" and the "Measures for the Management of Internet \r\nDomain Names," further regulate the use of Internet information service domain \r\nnames Notices on related matters are as follows:

1.the Internet information service providers engaged in the use of \r\nInternet information service domain name should be registered according to law \r\nall.

2. Internet access service providers shall, in accordance with the \r\n"Anti-Terrorism Law of the People's Republic of China" and the "Cyber Security \r\nLaw of the People's Republic of China", verify the identities of Internet \r\ninformation service providers. Internet information service providers do not \r\nprovide true identity information, Internet access service providers shall not \r\nprovide services for them.

3. The domain name registration authority and the domain name registration \r\nservice institution shall, in accordance with the Measures for the \r\nAdministration of Internet Domain Names and the requirements of the \r\ntelecommunication authorities, construct a corresponding information management \r\nsystem and cooperate with the Ministry of Industry and Information Technology \r\nICP / IP address / domain name information filing management system \r\n"(Hereinafter referred to as the filing system) docking, submit domain name \r\nregistration information.

4 The domain name registration authority, domain name registration \r\nservice agencies should further strengthen the domain name real identity \r\ninformation registration management, shall not provide real identity information \r\ndomain name resolution services.

5. Internet access service providers should provide real-name information of \r\ndomain name registrants through the filing system when providing access services \r\nto Internet information service providers, provide no true identity information \r\nor provide inaccurate and incomplete identity information Internet access \r\nservice providers may not provide access to them. Except for the domain names \r\nfiled in the filing system prior to the date of this notification.

Internet access service providers shall regularly check the status of \r\nInternet domain name providers using the domain name system through the filing \r\nsystem. 6.
